Local Loop Unbundling (LLU) is the process by which the Landline infrastructure created and owned by one telecommunications provider can be used by other service providers. This enables competition within markets which would otherwise be dominated by the operator who created the infrastructure in the first place.
There are a number of arguments both for and against the practice of LLU. Proponents of the system argue that most of these telecommunications networks were created with the benefit of state funding and that they would not exist without tax contributions from all individuals and businesses within the country. In this view, it is therefore unfair for the business that owns the infrastructure to be the sole benefactor from that infrastructure.
One of the strongest arguments against the practice of LLU is that it hinders infrastructure-based competition. In other words, network providers that do not own the prerequisite infrastructure can simply ‘parasitise’ the infrastructure of the infrastructure owner. This removes the incentive for them to produce their own infrastructure and therefore spares them from the associated costs and risks.
